Selectmen's Meeting Minutes 05/03/06
BOARD MEETING MINUTES
May 3, 2006

Selectmen Present:  Andrew Clukey, Chmn., Thomas Parker, & Michael Methe


Chairman Andrew Clukey opened the meeting at 6:30 PM.



PRIMARY:

   ***                 NON-PUBLIC SESSION – PERSONNEL ISSUE                           
                          At 6:30 PM, Mr. Clukey made a motion to go into Non-Public Session
                        under RSA 91 A:3 II  (a). Mr. Parker seconded the motion. The motion passed 3-0.  Roll  Call Vote;   Mr.
                        Clukey – yes, Mr. Parker – yes, Mr. Methe –  yes.
                         At 6:45 PM. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (e). Mr. Parker seconded the motion. The motion passed 3-0


7:00pm          MEET WITH NANCY CARNEY, TREASURER
                          At 7:00 PM, Mr. Clukey made a motion to go into Non-Public Session
                        under RSA 91 A:3 II  (a). Mr. Parker seconded the motion. The motion passed 3-0.  Roll  Call Vote;   Mr.
                        Clukey – yes, Mr. Parker – yes, Mr. Methe –  yes.
                         At 7:15 PM. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (e). Mr. Parker seconded the motion. The motion passed 3-0


7:30            MEET WITH MR. AND MRS. BERG
·       Discuss issuance of building permit on Tax Map 15 Lot 03-05:  Mr. Parker stated that we need to determine what standard we are going to require them to build this road to.  Mr. Methe stated that the problem is if we do not make them adhere to the standards, then does this set a precedence.  The road will need to be 16’ wide gravel road with draining, minimum of 6” of crushed gravel on top. From where road comes in from Rhododendron to where driveway starts.  The  Road Agent will need to inspect at each level. Mr. Parker spoke with the Planning Board with regard to rescinding the remainder of this subdivision.  He would like to write a letter to the Planning Board making this a formal request.  Mrs. Thompson will draft this letter for the board’s signature.  

Mr. Clukey stated that the board would issue a building permit with the stipulations that the road is brought to standards.   Mr. Parker stated that the reason  we are allowing this is that this was an approved subdivision created by the Planning Board.  Upon consulting an attorney, we were advised that we should issue a building permit.  The Bergs will have to sign a waiver to be filed with Registry of Deeds acknowledging that this is not a town maintained road.  Mr. Parker explained to the Bergs that the road will need to be a 16’ wide road with drainage and culverts as required, 6-8 crushed gravel on the surface from Rhododendron Road up until their driveway.  Mr. Parker also feels that an easement needs to be given to the Pfizer’s to use the portion of this road as access.     Mr. Berg stated that he could construct this road prior to the issuance of the building permit.  Mr. Methe stated that the Road Agent would need to inspect the road.  Mrs. Berg questioned if this was something the neighbors can appeal.  Mr. Parker stated that it is not.  Mr. Berg questioned what trees they can cut.  Mr. Parker stated that they can cut trees as they wish.               

***                            PLANNING BOARD:    Mr. Parker would like a letter sent to the Planning Board suggesting that we
                                have Jim Bassett review the tower ordinance.                  

***             DISCUSS TRASH DUMPED ON TOWN PROPERTY – BALLFIELD:  Mr. Methe feels that we should put
                         a chain across this, there has been dumping of debris.  Mr. Methe feels that we need to make a decision
                         with regard to the status of this field.  Mrs. Thompson stated that this became a much larger project then
                         was originally started.  Mr. Parker stated that the money we had at the time he left was sufficient to plant
                         grass  using loam in town and purchasing additional to get the 6-8 inches needed.  Mr. Clukey feels that
                         we should meet with the recreation commission to discuss this matter.  The board would like Mrs.
                         Thompson to discuss with Gene Cuomo the issue regarding installing a gate at this entrance.  He will
                         need to make the entrance smaller.                    

***             SCHEDULE TIME TO MEET WITH DAVE ARNOLD:  The board can meet either Tuesday or Thursday in
                          the morning next week.

***             SCHEDULE TIME TO WORK ON ABATEMENT APPLICATIONS:   The board will discuss these at next
                          weeks meeting.

***             DISCUSS SKI AREA:   Mr. Methe stated that we discussed this a few years ago that we would have a
                          sign constructed indicating this was a gift from Dorothy Ilg and Dee Raitto.  Mrs. Thompson will obtain
                          prices for this.    

***             INFORMATION FROM GENE CUOMO:  Mr. Cuomo submitted prices for cold and hot mix.

***             REVIEW LEVY LIST FROM JANE:  Reviewed  
                                   Hubbard – paid 2003 not 2002, trying to get 2002 from bank
                                  Donald & Joyce Plante:  
                                   Parmenter:  2001 tax not paid, 2003 paid
                                  Richard and Ramona Lord: They owe $41.48   
                                   Brian Gordon:  Paid $500 yesterday.  
                                   Alan Deperfie:  
                                   Earl & Michael Hammond:  This is a mobile home.  
                                    Mary Harford,  Stan Derby & Richard Cummings:  Richard Cummings pays his portion of the tax.  
                                    Dickenson:  
                                    Keith Songer:  This is on Pelkeys campground.   Mr. Parker stated that we could tax this to Anne
                                    Pelkey.  We will notice her under the RSA
                                   Hancock Homes:  The board will take a deed on this property
                                   Jolyn Richards:  has made a partial payment                  

                               Mr. Methe questioned if we can just take the personal property at Woodbrook and not the land.           

***             RADIO GRANT AWARD LETTERS FROM STATE OF NH:  The fire Department filed for this grant and
                          was awarded a 100% grant for 26 radios and 5 base radios.  Mr. Methe feels that we need to discuss
                          what is going to be done with the old radios.   The board would like to speak with the Chief with regard to
                          this.

***             REVIEW BUILDING PERMIT FOR HOLOMBO:  Mr. Parker stated that Mr. Holombo met with the
                         Planning Board  for site plan review, he was under the impression that the permit he received was for
                         the addition.  Mrs. Favreau stated that this is not the case, the permit issued was for work that Mr.
                         Holombo had already completed, installing doors and windows.    

                         Mr. Hagstrom contacted the Selectmen’s office with regard to the trailer park Mr. Holombo owns.  He
                         would like a letter stating that this park has been in existence since 1967 with sixteen units.  Mr. Parker
                         stated that this was a trailer park started by Theresa Doyle, we have no verification of how many units
                         were in existence in 1967.  Mr. Parker suggested Mr. Hagstrom contact Theresa Doyle to see if she has
                         any documentation with regard to this matter.        

***             DISCUSS REQUEST TO ISSUE DRIVEWAY PERMIT – TAX MAP 03 LOT 30-01:  .65 acre is coming
                         out of current use.   Mr. Methe moved to assess the land coming out at $43,000, Mr. Clukey seconded,
                         the motion passed 3-0.   

***             DISCUSS REQUEST FOR ASSESSMENT INFORMATION FROM STATISTIC DATA: Mr. Methe feels
                          that there is a large amount of work involved in this request and does not feel that we need to provide
                          this.

***             REVIEW LETTER FROM THE WENNIGER’S:   Reviewed, a copy will be sent to the insurance
                         company.
***             INFO FROM FIREWARDS REGARDING WATER REQUIREMENTS:  300 to 500 gallons would meet
                          their needs.  Mrs. Thompson will forward this information to Pristine and Culligan

***             LETTER FROM PIZERS:  We will send a letter stating that based upon information from an attorney with
                         an expertise in roads, we will be issuing a building permit.

***             VACATION REQUEST FROM BRUCE: 05/22-05/26 -approved

***             VACATION DAY REQUEST FROM PAULA:  05/19 - approved

***             VACATION DAY REQUEST FROM GENE: 05/08-05/12 - approved

***             DRA EQUALIZED VALUATION:

***             MEMORIAL DAY PARADE PERMIT:  Reviewed

***             LETTER FROM DRA: Reviewed

***             HISTORIC COMMISSION APPOINTMENTS:  The Historic District Commission is recommending Lottie
                          Guild and Reuel Walling.  Mr. Parker moved to appoint, Mr. Methe seconded, the motion passed 3-0

***                       WAYNE BARTELS MET WITH THE BOARD:    Mr. Bartels stated that Ron Whitcomb appears to be
                           working on vehicles at his property again.  Mr. Bartel stated that he has taken photos.  There are two
                           vehicles for sale on the property now.  Mr. Bartel feels that we have zoning  laws and these laws need to
                           be enforced.  Mr. Clukey stated that we will look into this matter and take any enforcement action that is
                           necessary.    Mr. Methe feels that a letter needs to be sent to Sean McGary as the property owner with a
                           cease and desist to clear the property of these vehicles within 30 days.     

                            Mr. Bartel stated that the Beers lot on West Lake Road is also a mess.

                          At 9:06 PM, Mr. Clukey made a motion to go into Non-Public Session
                        under RSA 91 A:3 II  (a). Mr. Parker seconded the motion. The motion passed 3-0.  Roll  Call Vote;   Mr.
                        Clukey – yes, Mr. Parker – yes, Mr. Methe –  yes.
                         At 9:15 PM. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (e). Mr. Parker seconded the motion. The motion passed 3-0

**                        ZBA:  Mr. Methe suggested Mary Jo Yon as a member

***                      BUILDING PERMITS:  Mr. Parker moved effective immediately all Building Permits must be
                          approved by the Board of Selectmen, the motion was seconded by Mr. Methe,  the motion passed 3-0.

***                      Mr. Parker would like to have separate folders for signature,  anything that needs to be read, third folder
                          with everything that is sent out of this office.   Mr. Parker would like any letter that includes a directive
                          must be signed by the Board of Selectmen.    Mr. Parker moved to establish this procedure Mr. Methe
                          seconded, the motion passed 3-0.         


***                      ASSESSMENTS:  Mr. Parker feels that we need to look into the assessment on campers in the campgrounds.
