Selectmen's Meeting Minutes 10/17/07
BOARD MEETING AGENDA
October 17, 2007
PRIMARY:

9:15am          MEET WITH BRENDA AND RAY DONNELLY – MAP 27 LOT 13 – They did not show up.

10:30   MEET WITH MIKE PELLIETER – MAP 35 LOT 40 – He has some concerns regarding his assessment. Mr. Parker explained that we revalued in 2005, required by State. The results were highly contentious. We were petitioned to BTLA and they ordered the town to do another sale update. There are factors for location or neighborhood. The real problem is our assessor looked at this but didn’t go on property because it is posted. Map 35 Lot 28 – he has ROW to get access to water. It is assessed to approximately 6 properties. This was part of the subdivision – one of the covenants. He has a legal right to access the property across this lot. We don’t know what your property is being used as. From the road you can’t tell. He said this is basically landscaping. Carmen said the assessor needs to get in. He said that if the assessor called him, he would let him come onto his land. He also just put a shed up last year 10’ X 10’. He did not get a building permit. What was put on the card was an improvement “campground”. There is potential to reduce assessment – 50,000 and water access of $7,500. He will submit a permit, after the fact, for his shed. He is questioning why he had to make sure he had 250’ in both directions for his driveway when he sees that his neighbors have not done this. Carmen said we need only a hand written note giving the selectmen and our assessor permission to go on his property for the purpose of assessing.

11:00   MEET WITH ALAN BARTLETT – MAP 08 LOT 20 – Mr. Bartlett is here to discuss the problem with his current building permit. Jim Lombardi, Alan’s attorney is here as well. He said that the Code Enforcement Officer said a lot of things to him and that’s why he has his attorney here tonight. He said he was told might be problem with setbacks and septic. Tom said that the selectmen asked Mr. Sweeney to go down and see what was going on here. Mr. Methe had called Mr. Parker and said he was shocked that the building was pretty much down. The building permit was to raise the upper floor and replace the roof. Mr. Parker said that the issue is has Mr. Bartlett gone beyond his building permit. He has torn down walls. We understand that there will be things that can happen that are not  anticipated and  it looks like Mr. Bartlett has gone way beyond the existing permit. He needs to update his building permit to cover what he is doing and what the whole project is. Attorney Lombardi asked if he could do that today. Mr. Parker said that one of the concerns is that there needs to be some type of toilet facilities. He asked if  anyone will live in the apartment. Mr. Bartlett said that he was planning on living in the apartment and that it will only have one bedroom instead of the three bedrooms that were there before. Mr. Parker said that we need to make sure that the septic is proper. Attorney asked if this should be part of application. Mr. Parker said that Mr. Bartlett has to have a licensed designer come down and figure out what the repairs need to be and then submit the plan to the State for approval. We just want to make sure that there is a proper septic system in place. Mr. Parker said that a letter from the septic designer would suffice to get the building permit revision started.

***             BUILDING PERMIT – MAP 10 LOT 82
·       Walters – This is for renovation and replacement and the selectmen do not feel a permit is needed.
·       Map 42 Lot 01-70 – Mr. Parker made a motion to approve, Mr. Yon seconded and the motion passed 3-0.
·       Map 10 Lot 68- Mr. Parker made a motion to approve, Mr. Yon seconded and the motion passed 3-0

***     EMAIL LETTER FROM THOMAS TAO – Mr. Tao is responding to letter from selectmen about change of use, and the lack of building permit.  The selectmen would like to send a letter back saying that it appears that the shed, deck and camper (appears to be permanently ensconced ) and this constitutes a change from the natural property and is no longer valid for current use. He will be receiving a change of use tax bill.

***             INVOICE FOR COUNTY PAYMENT – This is up over 10% from last year.

***     DONATION – The selectmen voted to accept this donation. They would like a letter sent to the Fire Department letting them know that a donation has been received and who it’s from and in whose name the donation was made.

***     PSNH NOTIFICATION OF NEW STREET LIGHT – The Selectmen feel that light should be on the pole 220. We will go with what their recommendation is for lumens.  

***             BTLA FILING FROM FLEUR DE LIS CAMP – We will copy everything and fill out form and return it to the BTLA

***             REMINDER:  FLU CLINIC TOMORROW

***             WETLANDS PERMIT NOTIFICATION – The board reviewed this.

***             REVIEW CODE ENFORCEMENT BUDGET – The selectmen will do this at another time.

***     INVOICE FROM ORR & RENO – Mr. Yon made a motion to pay this invoice, Mr. Parker seconded and the motion passed 3-0.

***             REVIEW “PETITION TO TERMINATE TOLLING” – The selectmen reviewed this.

***             COPY OF LETTER CEMETERY COMMISSIONERS SENT TO INDIVIDUAL – The selectmen reviewed this.

***             TREASURER’S MONTHLY REPORT – The selectmen reviewed this.

***             SOUTHWEST DINNER – The selectmen and Paula & Debbie would like to go to this meeting.

***             PLANNING BOARD REPORT – Mr. Parker reviewed the cases the Planning Board had last night.
