BOARD OF SELECTMEN
MEETING MINUTES
JULY 10, 2008


Selectmen Present:  Mr. Parker, Mr. Methe and Mr. Yon


At 8:40am, Mr. Yon convened the meeting.

Mr. Methe said that we need a job description that is only for the tax collector and also one just for the town clerk. This used to be a combined position. Mrs. Thompson will contact LGC since they have standard job descriptions available.

Mr. Parker said that he found the abatement application for Nash. Although the selectmen had acted on it 3 weeks ago, he had been holding it and would like the board to revisit it. After the assessor looked at the property, the end result is that the assessment increased. The property has been inspected four times since April 2007. The selectmen feel that the assessor’s changes are correct and signed the letter.

Mr. Parker said that he went through all the properties that Avitar had changes for. Most of these he doesn’t have questions on. He would like to go over some with the board.

Map 31 Lot 12 – The selectmen unanimously voted to change the three fireplaces from standard to custom at 100%. Mr. Parker would like some guidance in the assessing manual about how depreciation for outbuildings is established.

Map 31 Lot 01, Map 31 Lot 03 and Map 31 Lot 04 – Selectmen feel that these two properties are on the water section of the pond and should have a land adjustment for the water just as the other three properties have on the other side of the pond. The selectmen unanimously voted to add $10,000 water view to these three properties.

Map 12 Lot 32-03 – There have been additional improvements to the property to accommodate a disability. The selectmen unanimously voted to grant $3,350 additional exemption.

Map 10 Lot 68-05 – The selectmen agreed with Avitar to change finished basement to unfinished basement.

Map 35 Lot 40 – The selectmen agreed with Avitar to remove shed.

Map 08 Lot 43-04 – The selectmen agreed to make the changes in accordance with Avitar.

Map 14 Lot 08-01 – The selectmen agreed to make the changes in accordance with Avitar

Map 08 Lot 16 - The selectmen agreed to make the changes in accordance with Avitar.

Map 10 Lot 15-03 – Avitar looked at this property. They estimate that one-acre is being used for a trailer, outbuildings and outhouse. They have assessed one acre at ad valorum, leaving the rest of the land in current use. The selectmen voted to assess the market value of this one-acre removed from current use at $46,100. We will write to Mr. Filz asking him to give us a map with dimensions of the land not in current use. The selectmen would like to check with DES for regulations for outhouses.

Map 29 Lot 04 – The photo needs to be updated.

Map 04 Lot 50 – The selectmen voted unanimously to change the depreciation on all the outbuildings, with the exception of the garage.

Map 03 Lot 06-01 – This property will be flagged for Avitar to look at next year. The selectmen feel the barn may be under assessed.

At 10:20am, the selectmen left the office to drive by those properties the Code Enforcement Officer identified as not complying with State Statute for junkyards.

There being no further business, at 12:00, Mr. Yon made a motion to adjourn, Mr. Parker seconded and the motion passed 3-0.
