BOARD MEETING MINTUES

Chairman Carmen Yon opened the meeting at 7:00 PM
PRIMARY:
7:15 INTERVIEW WITH MR. GALLANT – NON-PUBLIC SESSION:
At 7:15 PM, Mr. Yon made a motion to go into Non-Public Session under RSA 91 A:3 II (a). Mr. Parker seconded
the motion. The motion passed 2-0. Roll Call Vote; Mr. Yon - Yes & Mr. Parker – yes
Vote Taken: Mr. Parker moved to hire Mr. Gallant, Mr. Methe seconded and the motion passed 2-0.
At 7:30 PM. Mr. Yon made a motion to go out of Non-Public Session under RSA 91 A:3 II (a). Mr. Parker
seconded the motion. The motion passed 2-0.
*** REVIEW SEPTIC PLANS FOR MAP 23 LOT 20: The board reviewed. Mr. Parker would like a note that this may
require a permit under the comprehensive shoreland protection, the motion was seconded by Mr. Yon, the motion
passed 2-0
*** OPEN FUEL OIL BIDS:
The following bids were submitted
Roy Brothers: $3.865
Webber: $3.9349, diesel .25 over cost on day of delivery
Mr. Parker would like to wait a week to make a decision.
*** AMBULANCE DONATION: Mr. Yon moved to accept, the motion was seconded by Mr. Parker, the motion passed
2-0.
*** OCCUPANCY PERMITS: Mr. Parker moved to issue conditional approval until October 15 to have the driveway
paved, the motion was seconded by Mr. Yon the motion passed 2-0.
*** BUILDING PERMITS:
· MAP 06 LOT 40-17: Mr. Parker moved to approve, the motion was seconded by Mr. Yon, the motion passed 2-0. This is a renewal
· MAP 03 LOT 24: Mr. Parker moved to approve, the motion was seconded by Mr. Yon, the motion passed 2-0.
· MAP 15 LOT 13: Mr. Parker moved to approve, the motion was seconded by Mr. Yon, the motion passed 2-0.
· MAP 42 LOT 02-95: Mr. Parker moved to approve, the motion was seconded by Mr. Yon, the motion passed 2-0.
· MAP12 LOT 02: Mr. Parker moved to approve, the motion was seconded by Mr. Yon, the motion passed 2-0.
*** MEADOWOOD BURN BUILDING: Meadowood discussed with the Planning Board at a preliminary consultation the
possibility of a three floor burn training building at Meadowood. Mr. Parker is concerned with pollution. Mr. Parker
feels they need some definitive solution of how they are going to clean up the existing pollution that is there. Mr.
Parker is concerned with the neighbors. Mr. Parker would like to send a letter to the chairman of the Board of
Directors of Meadowood with a copy to the Planning Board of the boards concerns. The board cannot give
assurance that this is allowed. We need input from DES air quality and will need to have a public hearing.
*** DISCUSS MS-4: The board reviewed this
*** MEET WITH JANE WRIGHT: Mrs. Wright stated that Sheldon Spector and Cassandra Clark obtained a list of
people in Woodbrook that are delinquent on taxes.
Mrs. Wright has been appointed deputy school district clerk. The board discussed who would appoint ballot clerks for
this election. Mrs. Wright will look into this.
*** LETTER FROM LOIS LEPISTO: We will review the status of the property. This property is for sale. Mr. Parker
would like to find out who the realtor is, the sales price and the mortgage holder.
*** POSSIBLE LAND USE VIOLATION – LAND NEEDS TO COME OUT OF CURRENT USE: We will send a letter,
they are running a pellet business. There is a site plan, building permit, and current use violation. We will send a
copy of this letter to Land Use.
*** NOTICE FROM SUE WOOD REGARDING FILING OF WETLANDS PERMIT WITH STATE OF NH: reviewed
*** AMENDED TAX RETURN FOR FITZWILLIAM HISTORICAL SOCIETY: reviewed
*** BASE FLOOD ELEVATION WORKSHOP : Debbie Favreau and Mark Sweeney will attend. Mr. Yon moved to
approve, the motion was seconded by Mr. Parker, the motion passed 2-0.
*** REQUEST FROM HOUSE OF REPRESENTATIVES TO SIGN RESOLUTION FOR FREE TIRE DAY: the board will
not sign
*** WOODBROOK SURVEY FROM MARSDEN: Mr. Parker moved to remove the waterfront assessment based on this
map, the motion was seconded by Mr. Yon, the motion passed 2-0.
*** VETERANS HOSPICE HOMESTEAD FILING WITH BTLA: Reviewed. We will discuss this with Gary from Avitar.
*** NHMA MEMO REGARDING LITIGATION CONTRIBUTION: Reviewed
*** DRA – APPROVAL OF REQUEST FOR $50,000 ADDITIONAL APPROPRIATION:
*** LIST OF ALTERNATES FROM ZBA FOR SELECTMEN CONSIDERATION: Mr. Parker would like to write a letter
to these individuals stating that they have been recommended by the Zoning Board of Adjustment as an alternate, if
they are interested the Board of Selectmen would like to discuss duties the duties with them.
*** CEMETERY DEPARTMENT POLICIES: Reviewed
Requisition: 150 yds screened loam to be expended from Pine Grove expendable trust. Mr. Yon moved to
approve, the motion was seconded by Mr. Parker, the motion passed 2-0.
Stone Wall: received a bid for 60’ of wall - $10,000. Mr. Yon moved to approve, the motion was seconded by Mr.
Parker the motion passed 2-0.

*** DES LAUREL LAKE BEACH TEST RESULTS: reviewed
*** DRA UTILITIES 2008 ESTIMATED TAXABLE PROPERTY MARKET VALUE: reviewed
*** COREY PARKS Chief Kassotis viewed this property, they have removed the animals and personal belongings.
Mrs. Thompson will contact Fred’s mobile home to give us an estimate to remove. Mr. Parker would like to find out
the legality of removing the trailer.
