BOARD MEETING MINUTES
June 30, 2010
Selectmen Present: Thomas Parker, Chmn., Susan Silverman, & Nancy Carney
Mr. Parker opened the meeting at 7:00 pm
PRIMARY:
*** SIGN MANIFESTS: Reviewed and approved
7:30 MEET WITH POLICE CHIEF WAYNE KASSOTIS:
NON-PUBLIC SESSION – At 7:30pm, Mr. Parker made a motion to go into non-public session for personnel matters. Ms.
Carney seconded and the motion passed 3-0. Roll Call Vote: Mr. Parker - yes, Ms. Carney – yes, Mrs. Silverman – yes.
At 8:35pm, Mr. Parker made a motion to leave non-public session and seal the minutes. Mrs. Silverman seconded and the
motion passed 3-0. Roll Call Vote: Mr. Parker – yes, Ms. Carney – yes, Mrs. Silverman – yes.
8:30 MEET WITH RICHARD DWINELL – SIGN COMPLAINT: Richard and Mary ann Dwinell met with the board. Mr. Dwinell
stated that the store across the street put a sign up on May 22 this is a double sided sign which states it is the last store in
NH. Mr. Dwinell stated that a few years ago his sign was hit and he had to get an application. He put in a complaint to
Debbie Favreau with regard to the sign across the street. He called back and was told that the board was investigating all
signs in town. He feels that this is an injustice. Mr. Parker questioned if this sign is removable. Mr. Dwinell stated that it is
not. Mrs. Silverman stated that when the complaint came in the board went out and took pictures of the different signage in
town of all the other violations in town. We cannot go after one violation without the other. Mr. Dwinell stated that the sign
across the street is a blatant violation and it is false advertising. Mrs. Silverman stated that the board is going to be
requesting complaints in writing. Mrs. Silverman stated that the board is going to go after all sign violations.
*** OCCUPANCY PERMIT
- PERPERIAN – TAX MAP 42 LOT 02-98: Mrs. Silverman moved to approve, the motion was seconded by Ms. Carney, the motion passed 3-0.
*** ABATEMENTS
- TAX MAP 14 LOT 30: Avitar has looked at this property. They are recommending a $21,800 abatement .
- TAX MAP 15 LOT 12: Avitar does not feel that the power plant has any effect on the assessment of this property.
Mrs. Silverman moved to go with Avitar Nancy seconded
*** FIREWORKS PERMIT APPLICATION: Mrs. Silverman moved to approve the motion was seconded by Ms. Carney, the
motion passed 3-0.
*** TIMBER TAX ASSESSMENT
- TAX MAP 12 LOT 01: 85%
- TAX MAP 14 LOTS 25 & 28: 75%
*** REQUEST TO APPOINTMENT CIP MEMBERS: Skip Hagstrom would like to have a CIP meeting. He would like to
recommend Carmen Yon and Carlotta as members at large. Mr. Parker as the Selectmen representative, Skip Hagstrom as
the Budget committee representative.
*** CEMETERY : Mr. Parker called Mike Grab with regard to issues. He is going to have a meeting with the commissioners.
*** INDIVIDUALS INTERESTED IN CONSERVATION COMMISSION: Rick Bracekett and Rebecca Bullock are interested in
serving on this commission.
*** LETTER REQUESTING ITEMS FROM FITZWILLIAM:
*** REQUEST FOR WATER DISTRICT TO STORE ITEMS IN TOWN HALL: They would like to know if they could put storage
cabinets up in the belfry of the town hall. The board does not think this is a good idea
*** JUNKYARD RENEWAL FOR DONALD BAILEY: Mr. Parker moved to approve, the motion was seconded by Mrs.
Silverman, the motion passed 3-0.
*** NON-PUBLIC SESSION
*** COMPLAINTS: Mr. Parker would like all complaints to be put in writing.
*** HODDER: Mr. Parker stated that he traveled Fullam Hill Road twice today and did not find any dust on the road. Mr. Hodder
stated that three feet on each side is dry. Mr. Parker stated that Gene Cuomo watered the road today again. Mr. Hodder
stated that it is a matter of time, this has been going on for a month. Mr. Parker stated that they were originally scheduled
for June 16 and there was a delay in the paving. Mr. Hodder stated that it is unacceptable that they have had to deal with
the dust for a month. Mr. Hodder stated that he understands there is granite dust in the gravel. Mr. Parker stated that the
job should be done a week from today. Mrs. Silverman requested Mr. Hodder put his complaint in writing.
*** MOVIE NIGHT: The recreation department is requesting payment of $221 to Travel Flix, which is half of the fee for the
movie, and $300 for Swank Motion from Fitzwilliam recreation donation. Mr. Parker moved to approve, Ms. Carney
seconded the motion passed 3-0.

Mrs. Silverman moved to adjourn at 9:40 pm, the motion was seconded by Mr. Parker the motion passed 3-0.
