Selectmen's Meeting Minutes 08/11/10
BOARD MEETING MINUTES
August 11, 2010

Selectmen Present: Tom Parker, Susan Silverman & Nancy Carney  

Mr. Parker opened the meeting at 9:05 am


PRIMARY:

***     SIGN MANIFESTS:

9:00    MEET WITH CEMETERY COMMISSIONERS:  Mr. Parker stated that the warrant article for the stone wall is a lapsing fund.  
              Mr. Grab stated that when they discussed this with the budget committee they discussed that this would be a non-lapsing
              appropriation.    Mr. Parker stated that this article was not set up this way.   Mr. Parker stated that the current wall has a bend
              in it.  Mike Grab stated that they did this for several reasons, to avoid the tree, grave markers and to change the intersection.  
              Mr. Parker questioned how the commission feels about the cemetery operations.  Greg Mattson stated that there are still some
              areas that they need to work on.    They would like Mr. Libby to stay on one project at a time, finish it before he starts another.   
              Mr. Parker questioned if  they have allocated the amount of time each task should take.  Mike Grab stated that  they have a
              priority list.   They do a lot of things beside just lawn mowing.   Mr. Parker questioned what they mean by landscape time.  
              Greg Mattson stated that filling in graves, over seading, they  cleaned the area behind the fence at Pine Grove.    They have
              limed Pine Grove heavily this year.   Greg Mattson stated that  next year they will need to get a new mower, they are looking at
              about up to $3,000.   They are trying to get a couple of more years out of the truck.   Greg Mattson questioned if they could set
              up an expendable equipment trust for cemetery equipment.   Mr. Parker stated that they should discuss this with the budget
              committee.   Mike Grab stated that they are looking at updating their rules and regulations.    The State does not recommend
              that the town give a deed for cemetery lots.   It should be a certificate of internment.   

              Mr. Parker stated that when the highway department was working on Royalston Road they felt that Art Libby  and the other
               worker were on the road often.    It has also been commented that they back fill the entire grave with screened loam.   The
               board feels that they can put some sand and then loam.  Greg Mattson stated that they are trying to address this issue with
               him.    Greg Mattson stated that they would like to get a price to put another storage building up at Pine Grove.   

               Mike Grab stated that there are grants available for the repair of cemetery stone walls if they are on the historic register.   
               They would like to look into getting this on the register.   

               Lot 407 at Pine Grove Art Libby  found a vault there.  There is no record of internment.  The Board of  Selectmen had
               purchased this lot for a welfare recipient.    Mike Grab stated that the commissioners should have known about this sale.    
               Greg Mattson stated that Mike Methe told him that he handled this as a Selectmen since it was a welfare issue.   The family is
               looking for a deed for this lot.     Mrs. Thompson looked into this.  Mike Methe was not on the board at this time.   Last year we
               requested that the commissioners draw up a deed and send this to the owner.  

               The Legion is looking into putting  a memorial at Pine Grove.   Mr. Parker stated that we may need to have a public hearing on
               this matter.             

11:00      MEET WITH MASON KLINK:  Mr. Klink stated that he wants to re-erect a well house over an existing well.   This is a dug
               well.   Mr. Parker stated that we would need a building permit if it is over 50 square feet.  Mr. Klink stated that this would be
               under  our size regulations for a building permit.    Mr. Klink stated that the old blacksmith shop he would like to replace rotten
               exterior boards and repaint this.   Mr. Parker stated that this would require a permit if he is going to be doing major
               renovations to this building.  The board agreed that a permit would be needed.    Mrs. Silverman questioned if he is using this
               well at this time.   Mr. Klink stated no it is historic  preservation.   Mrs. Silverman stated that when the building permit was
               issued for the cottage the permit stated that no plumbing would be allowed in this cottage.    Mrs. Silverman stated that if there
               are changes to this building permit then a new application would need to be applied for.   Mrs. Silverman stated that we
               have two outstanding building permits on this property that appears to be completed.   Our assessor needs to inspect this
               property for these completions.    Mr. Klink stated that he would like to change this to a residential structure.   Mrs. Thompson
               stated that he went to the ZBA and was denied.    Mr. Klink stated that he contacted Richard Drew and he has created a
               separate lot.  Mr. Parker stated that this would need to be approved by the Planning Board.         

***     BUILDING PERMIT
  • TAX MAP 15 LOT 22:  Mrs. Silverman moved to approve, the motion was seconded by Nancy Carney, the motion passed 3-0.
***          E-MAIL REGARDING TOWN FORESTS:   The board will pass this on to the Conservation Commission

***          COPY OF LETTER FROM JOE HOPPOCK:  Reviewed

***          COPYOF LETTER FROM BTLA
                   RE: TERRAS:  Reviewed.  Mrs. Silverman feels that we need to write a follow up letter to the Terra’s stating that they need
                   to schedule a meeting with the board by September 1.  

***           BEAVER DAM:   we are only working on the section of dam that the Town owns.   It is about a 10’ section.    This portion did
                not hold back any  of the water.    Due to dry conditions the water is gone.   
                    
***           LETTER FROM BILL CHAPMAN:   

****         COMMON RENTAL:  we will make a note that this is a common area and we cannot restrict use by other.  Any clean up and
               damage is their responsibility.     

***            INTENT TO CUT:  Map 29, Lot 02 We will have Charlie Koch look at this.   We will also determine if the taxes have been
                paid on this lot.    

                Mr. Parker suggested formulating a letter to landowners when they file an intent to cut that states that if their long range plan
                includes subdivision, failure to adhere to all state and town laws could jeopardize this process.
