BOARD MEETING MINUTES
December 28, 2011
Selectmen Present: Mrs. Silverman, Nancy Carney and Mr. Doerpholz
At 7:00pm, Mrs. Silverman made a motion to convene the meeting, Nancy Carney seconded, the motion passed 3-0.
PRIMARY:
*** SIGN MANIFESTS: Ms. Carney made a motion to approve the manifest, the motion was seconded by Mr.
Doerpholz, the motion passed 3-0.
7:45 MEET WITH CEMETERY COMMISSIONERS: Mike Grab met with the board. They have war monuments in cast
iron which they want to have refinished. They sent three out for repair and finish. We have about 50 that need to be
done. They are $50.00 a piece. Mrs. Silverman feels they should get a price from L & J in Worcester Mass.
Mr. Grab stated that they are recommending a step increase for both employees. Mrs. Silverman stated that there is
no guarantee step raises since they are seasonal employees. There is no guarantee that they will be rehired the
following season. Mr. Grab stated that the actual clean up of the cemeteries was about three weeks. Mrs.
Silverman stated that she does not know what work is being done in the cemeteries. Mr. Grab stated that they spent
several days taking down dead trees this fall. They have been raising some of the flat stones. Mr. Grab feels that it
is much less expensive than if we hired a restoration company. Priority is cleaning, mowing and trimming and then
projects. Mrs. Silverman questioned who decides. Mr. Grab stated he and Art Libby primarily. Mr. Grab stated that
they would like to get the cemetery on the historic register. They would be able to get grant money if this was the
case. Mr. Grab stated that they have been decreasing the salary figures over the last couple of years. They are
working much more efficiently. Mrs. Silverman stated that she feels that they need to look at what is really
necessary for work to be completed. Mr. Doerpholz stated that he feels that it would be better to hire out the
mowing and have our workers concentrate on the other areas.
CIP: stone wall and truck purchase. They need to decide when the right year is to finish the stone wall. They are
spending about $700-$800 a year on truck repairs.
They have reviewed the rules and regulations. They have made a few changes and would like to amend the fees.
They will hold a public hearing. Mrs. Silverman questioned if it is a State law that cremations are in a vault. Mike
Grab stated no. Our regulations require they are in a permanent container.
*** ARGENT CABLE – PUBLIC MEETING IN RINDGE JANUARY 4TH AT 6PM: They are operating without a contract
with the town. Mrs. Thompson will attend this meeting.
*** RADIO GRANT – COUNTY: Mrs. Thompson spoke with the County this is to be submitted this Friday. This is a
50/50 grant. They need to know when the officers were trained in NIMS training or if they are not when they are
scheduled to. The board feels that the Chief should have notified the Board that he was applying for this grant prior
to this. The individual Mrs. Thompson spoke with stated that he will have to replace these radios by 2013, the ones
he has will not be compliant. Nancy Carney moved to sign the MOU for this grant, the motion was seconded by
Brian Doerpholz, the motion passed 3-0.
*** THIRD ESTIMATE FOR CRUISER DAMAGE: This estimate is closer to the higher estimate we received. The
appraisal company has settled on this for $5956.00. The board is concerned that the estimate submitted by Garner
does not include all of the items that need fixing. The board would like to go to either Stan’s or Keene Auto Body.
The board would like to write the deductible out of this years budget.
*** LOGGING OPERATION RHODODENDRON STATE PARK – BOND: They will need to prepay the timber tax on
the intent. The State will have a forester there two to three days a week overseeing the job.
*** PEREGRINE ENERGY GROUP – PRIORITY ENERGY PROJECTS FOR TOWN BUILDINGS: The board reviewed
the list. They feel that they should set the insulation in the attic as a priority.
*** UPDATE ON PELKEY ENFORCEMENT: There will be a site inspection with the attorneys and Mark Sweeny to re-
measure the addition to the water and inspect the building on Friday.
*** PRE-BUY OIL FROM GENERAL GOVERNMENT BUILDINGS: Webber will not lock in a price, they will put a
credit on our account. Mrs. Thompson will check with our Auditors to determine if this is allowed.
*** REVIEW EXPENDITURES 2011 – TRANSFER FUNDS TO COVER OVEREXPENDITURES: Mrs. Silverman
moved to cover over expenditures on Solid Waste in the amount of $758.87 from Highway, from TANS $1467.26 for
insurance, and $12595.95 for town hall repairs, the motion was seconded by Nancy Carney, the motion passed 3-0.
*** Mrs. Carney stated that the fire department has had a lot more request for portable generators when the town losses
power. The fire department would like to purchase two portables. One the association will pay for and they are
requesting to purchase one from the ambulance donation fund. They are normally $1500. They can purchase them
for $1365. Mrs. Silverman would like them to get more prices. Brain Doerpholz questioned what liability would this
be for the town. Mrs. Carney stated that they set it up and check on it every couple of hours. Mrs. Silverman and
Mr. Doerpholz stated that they would have no objection to this.
*** NON PUBLIC ISSUE - PERSONNEL:
At 9:00pm Mrs. Silverman made a motion to go into non-public session, Mr. Doerpholz seconded and the motion
passed 3-0. Roll Call vote: Mrs. Silverman – yes, Mr. Doerpholz – yes, Ms-Carney – yes
At 9:40pm, Mrs. Silverman made a motion to leave non-public session and seal the minutes, Mr. Doerpholz
